On behalf of the legislative and executive bodies and the people of Cambodia and on my own behalf, I am greatly delighted to participate in this reception to celebrate the 76th anniversary of the founding of the People’s Republic of China. On this momentous occasion, I would like to extend my heartfelt congratulations and best wishes to the government and friendly people of China for happiness and new successes.
Over the past 76 years, under the leadership of the Communist Party of China (CPC), China has achieved great accomplishments in all sectors and has successfully overcome various obstacles and challenges in the process of nation-building. China has become a global hub for economy, trade, investment, finance, production, industry, science, and innovation, contributing significantly to driving economic growth in the region and the world.
I would like to congratulate our Chinese friends on China’s most rapid development under the leadership of the Communist Party of China (CPC), with His Excellency President Xi Jinping as its core, including the achievement of the first centenary goal in 2021 and an economic growth of 5% in 2024. I am optimistic that China will achieve a high economic growth this year, 2025, and the second centenary goal by 2049, to transform itself into a modern socialist country that is prosperous, strong, democratic, culturally advanced, and harmonious.

Since the establishment of diplomatic relations in 1958, the Cambodia-China friendship, which has been carefully cultivated by successive leaders of both countries, continues to grow stronger and more steadfast, culminating in a comprehensive strategic partnership and an ironclad friendship. I am immensely pleased to see that our two countries have close and fruitful cooperation in all sectors, which reflects our traditional solidarity and win-win cooperation. This year, 2025, is a special year for the Cambodia-China relations:
First, it marks the 15th anniversary of our Comprehensive Strategic Partnership.
Second, His Excellency President Xi Jinping’s visit to Cambodia this April.
Third, the visit of Samdech Thipadei Prime Minister at the end of August.
Fourth, His Majesty the King’s royal visit to China earlier this September.
And fifth, it is the Cambodia-China Tourism Year.
The exchange of visits at all levels and in all sectors between our two countries has contributed significantly to increasing high political trust and mutually beneficial cooperation, making the Cambodia-China friendship stronger day by day. On the occasion of the state visit by President Xi Jinping, the two countries agreed to elevate the building of a Cambodia-China Community with a Shared Future in the new era to another level: an all-weather partnership, reflecting a strong relationship, befitting an ironclad friendship based on the principles of equality, mutual respect, and mutual trust. This relationship has further promoted the Diamond Cooperation, which focuses on six priority sectors and the fruitful implementation of the “Industrial and Technological Corridor” and the “Fish and Rice Corridor.”
China is Cambodia’s major trading partner, investor, and aid provider. This aid and very close cooperation have contributed significantly to Cambodia’s socio-economic development, infrastructure development, and the improvement of the Cambodian people’s living conditions. The two countries have been expanding the volume of trade, investment, and supply chain, especially by increasing the export of more agricultural products from Cambodia to the Chinese market. I congratulate the growth in bilateral trade volume and the steady increase in Chinese investment in Cambodia.
At the same time, I would like to encourage the relevant ministries and institutions of both countries to cooperate closely in actively organizing activities to implement the Cambodia-China Tourism Year in order to boost the Chinese tourist arrivals in Cambodia, to increase direct flights between provinces and cities in both countries, and to strengthen people-to-people exchanges. China is a leading country that has helped Cambodia with human capital development by providing scholarships for Cambodian students to study in China.

Taking this opportunity, on behalf of the Cambodian people, I would like to express my profound gratitude to the government and people of China for invariably supporting Cambodia’s economic development path, which is based on its national conditions, and providing development assistance and various forms of support in many sectors, including major infrastructure, transportation, and energy, especially their support for the Funan Techo Integrated Water Resources Management Project.
Cambodia adheres firmly to the One China Policy, considering the issues of Hong Kong, Taiwan, Tibet, and Xinjiang as purely internal affairs of China. We support China’ various initiatives, including the Belt and Road Initiative (BRI), the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative. We firmly believe that these initiatives will contribute to maintaining global interests, fostering global development, and strengthening the United Nations Sustainable Development Goals 2030 in order to jointly preserve peace, security, and harmony. Cambodia will continue to work closely with China within regional and international frameworks, such as ASEAN-China cooperation, Mekong-Lancang, the Greater Mekong Sub-region (GMS), and the United Nations, to contribute to maintaining peace, stability, prosperity, and development in the region and the world.
I highly value the achievements in the relationship and cooperation between our two countries and will continue to work together to strengthen our “ironclad friendship.” We will jointly develop our “Diamond Cooperation” and successfully implement the “Industrial and Technological Corridor” and the “Fish and Rice Corridor” as well as accelerate the synchronization and alignment between the Belt and Road Initiative (BRI) and [Cambodia’s] Pentagonal Strategy Phase I, aiming to build an all-weather Cambodia-China Community with a Shared Future in the new era.
Taking this joyful opportunity, I would like to invite Samdech, Royal Highnesses, Excellencies, Lok Chumteav, Ladies and Gentlemen to make a toast:
- To the good health and longevity of His Excellency Xi Jinping, President of China.
- To the good health and longevity of His Majesty Preah Bat Samdech Preah Boromneath Norodom Sihamoni, King of Cambodia, and Her Majesty Norodom Monineath Sihanouk, Queen Mother of the Cambodian nation.
- To the long-lasting ironclad friendship and the ever-deepening comprehensive strategic partnership between the Kingdom of Cambodia and the People’s Republic of China.
- To the success, happiness, and prosperity of our two peoples.
