On 25 January 2016, presiding over the Fifth Cambodia Rice Forum, Samdech Techo Hun Sen stated that the Royal Government’s decision to cease agreement to maintain the National Road 4 would grant benefit for the Rice Federations as well as exporters of other crops in general, who used to pay toll of National Road 4. Cessation of the contract has on the one hand facilitated people’s use free of charge, but also on the other hand facilitated our trade flow, reduced operating costs, and increased competitiveness in external markets. Samdech Techo affirmed that there is now going to be railway between Phnom Penh and Sihanouk Ville, where lies our blue-water seaport. Thus, it is important to direct transportation of heavy materials such as steel and cement via railway. In relation to production of rice, Samdech Techo pointed out that Cambodia’s Rumduol Rice is of best quality but Cambodia could not grow this species of rice throughout the year. It grows only once a year. It is seasonal. Samdech Techo though recommended a research and development of seed of best quality rice as Rumduol but unseasonal for the sake of our export purpose./.
