On this point, as was raised by HE Aun Porn Muniroth, Minister of Economy and Finance, though a good policy and budget availability are there, should there not be competent human resource, it would be impossible to achieve our objectives. Human resource plays a critical role. I wish to send a message to some people. While we are conducting the Cabinet reshuffle, some commentators, also same faces, said there will be same faces in the new cabinet. I would just send a message to them that they who raise this issue are also same faces. How could we have different faces, when those who said it – commentators, leaders of the opposition parties, are same people too.
Human resource is by far important factor. What I would draw your attention on is that despite (the new Cabinet is composed of) same people but there will be a new nature of work efficiency. That is a change. It is not necessary to have all faces in to commensurate changes. They will be same people but (be commissioned to) act on changes on the spot. To have new faces is not certain to achieve changes. Sometimes, a change of face would lead to different outcomes. (I would anticipate) a mighty development when same people can and will do better to change. How many times have we reformed our public finance management? It is already a third time. We keep assuring a 7.7% economic growth per annum in average and in the last ten years, about 8.8%. Should (Cabinet members) do not change (their way of working), would there be an economic growth?
(That we have maintained) growth of budget, confidence and accountability, would we achieve it without changes of the way human (Cabinet members) work? I would have your attention that sometimes an old man of eighty years old with a new idea could be a young fella too. Change does not necessarily a statement of change from one person to another. While saying that, I do not mean I do not anticipate change. People voted for me, though. I would continue until I am no longer interested. Frankly speaking, some people have been opposition leaders in their whole lives, from the twentieth to the start of the twenty first century. They never win but keep on shouting they won.
