… In just weeks ago I have talked about the ten disequilibria and I wish to have your attention on some of them. The seventh imbalance focuses on development need and the relatively weak human resources, focusing on investment on education and training of human resources. So I think that what we have done so far and achievements that we have scored today have proven to be a speedy response, though more need to be done to cope with demand. We have noticed that some companies have limited choice in making use of human resources in the country and they have to bring in high-cost expertise from abroad… In developing efforts it is necessary to have knowledge and know-how. It is in this regard that we have to go on making investment in human resource development.
… Another imbalance I wish to have your attention on the need for national economy integration into regional and world economy and the weakness of national economic infrastructure, and institutional capacity, which require the Royal Government to pay attention on modernization of economic infrastructure, legal framework and institutional capacity building. I think this point is important for any Government to come. Take for instance Cambodia is making its way to the ASEAN Free Trade Area and the World Trade Organization. We are there not just to sit and listen but to negotiate with competence on all related matters. This is not easy.
… As you might have seen that we have organized many meetings like the first Greater Mekong Subregion Submit, ASEAN Summit and the ASEAN Forum will also be taking place. All this could happen because of efforts made by various human resources and institutions… Before and during the entry into WTO, we have lots of work to fulfil on the one hand but we also have to ponder a lot as what we gain and lose from making entry into this organization. It is not a simple statement but a statement that requires modernization of our economy and institutional capacity, while individual capacity is what that counts.

I have approved and ordered for a three-story building with twenty classrooms and the top floor could be used as sewing class and a library. I have begged teachers in the college for their understandings.
… Just now the Director of Training has asked for fifteen computers and printers, I would resolved his request by offering thirty PCs and five printers. But as far as the request for a building for use as a computer lab, I wish to make clear here that a state budget donation has to be clearly separated from my own donation. Some people have been envious to say that I have used the state budget in building schools and named those after my own name. I would recommend them to go ask HE Tol Loh if I made use of the state budget that has been allocated for the education sector. Only achievements with more than 70% of my contribution could be named after me otherwise I would not accept at all. Whether to name it after me or not is also a matter that the project beneficiaries have to decide. As for the above request, I am sorry that I could not approve and the request should be directed to the Ministry of Economy and Finance.
