… This is a another opportunity that I have been given consideration and appreciation by our people and monks in the district of Chhnuon Meanchei and all these will be a source of encouragement for me to continue to improve our country’s from a state of scarcity to that of progress. I wish to seek an understanding of our people in Banteay Meanchei as I have not come to this province earlier. I wish to also apologise our people who have been living along the national road 6 from Poipet to Siemreap because of the time consuming road construction in comparison to other roads in the country. I would not escape my responsibility whenever and wherever development has not been timely. In fact the part of national road 6 between Poipet and Siemreap was once renovated but again it was brought down to the state of destruction once again. Now we have been provided with financial assistance to rehabilitate the road and once it is rehabilitated, maintaining it will be an issue for us.
… The groundbreaking ceremony would be taking place just weeks away as we have collected in all about US$ 75 million from ADB, OPEC and the counterpart fund provided by the Royal Government of Cambodia. In fact our aim to rehabilitate this section of the national road 6 has failed three times already. First, HE Khi Taing Lim introduced a construction company to me. He then signed a contract with the company and after few machines was brought in, no works had been achieved and we annulled the agreement with the company. Second, another company signed in but again we dismissed it. We annulled one more company before they came into agreement and I had instructed HE Keat Chhon to speed up negotiation with the ADB and OPEC. While we are in the bidding process, I would instruct that the Ministry of Economy and Finance provide maintenance fund of the section of the national road 6.
… I have many requests to attend to in this province but let me solve some of them and the rest should be addressed later. One of the commune heads from this province, Mr. Uch Prak, has made his need heard in one of the CPP Extraordinary Plenum and his need was school buildings. That was why I had sent three schools here in the beginning. Later on there was a need to bring the school to a level of Junior College and the CPP’s provincial committee decided to purchase more land and level it so that more school buildings could be built. I used to say that we have to make good investment in human resource as “gold dug from the ground could be sold out, but never could that from the brain.” In order to guarantee that an economy will be knowledge- and know-how-based, education is the right thing to start with.
… As HE Governor Thach Khorn and HE Deputy Governor An Sum said, Banteay Meanchei has been the province born at the end of the wars. The province went through the first war period between 1970 and 1975, the second war period between 1975 and 1979 and the last one between 1979 and 1993. We may also say between 1993 and 1998 was also one of the hard periods. As of present the whole Kingdom is no more a fighting but developing place because of the realization of the win-win policy. On this occasion I am proudly noting that “Cambodia is enjoying fully its peace and is making steps of development on the path of democracy and pluralism.” In days to come we will have an electoral campaign started.” Therefore I would like to take this solemn opportunity to make an appeal to the authorities of all levels to closely monitor the installation of party signs because flying by helicopter to all over our country, I noticed that some party signs were supported by small wood and they were not strong enough to keep the signs standing in face of win. So if any party signs are about to fall, HE Governor and provincial authorities should notify the party heads reinstall them.
… There should not be any groundless blames of one party trying to bring down the others’ and if it happens as the Prime Minister I would be concerned. All the 23 parties have the rights to hang up their party signs but they should consult and seek agreement from our people first if they want to have their signs hung up in front of the people’s house. I bring this matter into concern because in my duty as the Prime Minister I have to control the situation so that a neutral, secure, safe environment could be attained for a free, fair, just, non-violent and threat-free and intimidation-free election.
On that occasion Samdech Hun Sen offered an electric generator and its accessories to the pagoda od Phalkirisambat, four million Riel each to the pagodas of Prasat Srah Chhnuor, Pur Keo, Antungsar, Purmeas and Spean Kam, a set of computers and printers and thirty sewing machines plus an electric generator and solar energized lighting system to the Hun Sen-Chhnuon Meanchei Junior College, a school building of five classrooms and a set of computers and printers, TVs, an electric generator and accessories, a sewing class building with fifty sewing machines and solar lighting system to the Junior College of Chub Vari, a school building of five classrooms to the Primary School of Poi Samraong, a school building of six classrooms to the Primary School of Rum Peak, a school building of six classrooms to the Primary School of Samraong Thum, a school building of five classrooms to the Primary School of Sreh Lech, a school building of six classrooms to the Primary School of Choeung Keav, a school building of five classrooms to the College of Thmor Puok, a school building of six classrooms to the College of Komping Puoy, a school building of five classrooms to the Primary School of Svay Sar, a school building of five classrooms to the Junior College of Phkoam, a two storey school building of 16 classrooms with fifty sewing machines to the Hun Sen-Mungkulborei College and various other offers.
