… I have a great pleasure to return to the district of Treang for the third time – first to the pagoda of Prey Phaee, second to the pagoda of Skul. I am glad to notice today the participation of venerable monks and our people for the inauguration of a Buddhist temple in the Sereimungkul pagoda. The pagoda is 172 years old but it was badly destroyed by war and under the genocide regime. I wish to deliver my sincere appreciation and gratitude to the efforts made by venerable head monk and our Buddhist parishioners in building such a beautiful temple. I hope our people who have contributed in the construction and attended in the inauguration ceremony today would be bestowed with good blessings.
… I have many school buildings to be inaugurated but our children have taken classes without inauguration because it would take me a lot of time to inaugurate those schools. Some politicians said that I was trying to compete with this or that person when I have offered to build so many schools in Cambodia. I wish to be equal with no one but I would like to race with poverty that is hanging over the Cambodian people. If we were to build no schools, where should our children study? If we were to build no canals, with what do our peasants cultivate rice? If we were to build no roads, where shall our people travel in? It does not do me any harm that people say this or that about it, what is the core here is to help our people break the chain of poverty.
… I am glad that Takeo is one of the provinces that is making realistic appropriate and development. WHen HE Pol Saroeun was Governor of the province, between 1979 and 1988, land reform strategy in the province was a model for our efforts later in other places. Our people in Takeo not only are self-sufficient in food but also providing rice to other provinces that are in food deficiency as well. What has taken me by surprise is that we have rains in almost anywhere in Cambodia, but the district of Treang seems to have none. Though rainy season has just started, but in most of the districts of Takeo have got rain already. As HE Agricultural Minister Chan Sarun was making a concern that if we continue to have rain as we have had in the last few days, our dry season rice along the lakes would be facing with problem of flooded. But I hope that our rice would grow to be harvested by the flood time.
… I am taken by pleasure in noticing that our people have ploughed most of the land already and in some fields, natural fertilizer has already been brought in place as well. Our people are getting ready for their rainy season rice cultivation. As of this moment we have had a number of good rains, and I hope we would continue to have more throughout the year. As far as the national road two is concerned, I would like to inform all of you on the part between the Provincial town and the Phnom Den area. We have to follow all procedures that are preconditioned by donors. Also the national road three from Phnom Penh to Kompot is in similar situation as it would be rebuilt with loan from World Bank and we have to follow certain rules and procedures, most of which we have completed already and only some final touches are to be fulfilled. However, our roads will be built despite the fact that we have to wait a while longer.
… I have spent most of my times to inaugurate Buddhist temples and I have made speeches almost everyday so I would not go on longer. I have thought that by the time the election campaign comes, I would take no time to do so but to help people build water canals. I think this way I would not go into rhetorical war with anybody.
Samdech Hun Sen on that occasion offered 20 million Riels and a generator to the pagoda of Skul, a school building of five classrooms to the Primary School of Skul, two school buildings of ten classrooms to the Primary School of Pur Ampil, 63 tons of rice for work to the people in the commune of Sambuor, and a piece of Hun Sen-2002 Water Pump (.5 meter diameter).
