– Your Excellencies, Ladies and Gentlemen, National and International Guests, – Professors, Lectures and Staff of the National Institute of Education – Beloved Students
Today, It is very auspicious for me and my wife to have a great honor and pleasure to participate with you all in the inauguration ceremony of Samdech Hun Sen and Lok ChumTeav’s Cultural Center Building and Conferring Certificates to 490 of the 11th Batch of Pedagogic Students (Bachelor+1) and 79, of which 28 are women, of the Special Extra-Training and 51, of which 17 are women, of the 8th Batch of Basic French-Khmer Language Training. Therefore, we have a total number of 620 students who are graduated today at the National Institute of Education (NIE).
Taking this opportunity, on behalf of the Royal Government and myself, I would like to congratulate this enormous outcome and to honestly compliment the Ministry of Education, Youth and Sport, especially, the director, deputy director, professors, lecturers and staff of the National Institute of Education who have successfully performed their duties in human resources training for the right causes of rehabilitation and development of Cambodia in the present and future. Moreover, the NIE has enough capability to train capable and professional teachers with real professional ethics and high conscious.
The proud achievements that the Ministry of Education, Youth and Sport and National Institute of Education obtained so far have contributed to the appropriate response with effectiveness and efficiency to the policy of Royal Government and the needs of the nation to develop human resources in order to achieve the sustainable intellectual resources development in the direction of improving economic efficiency that is the important factor to reduce poverty of the people.
For the last several years, the Royal Government has paid particular attention on the education sector, especially on the training and educating of teachers, developing human resources, ensuring to improve skills in responding to the labor market in the region and in the world. Both public and private human resource development institutions have been making significant progress and the numbers of graduated students increased noticeably every year.
In front of us, there are 620 students who have successfully passed the training course on professional teaching from the National Institute of Education and obtained fruitful and proud results. They are about to receive their graduation certificates in a short moment and will become professional teachers in the near future. According to the report of the director of the institution that has just been pointed out a moment a go, it shown us that from the year 1997 to 2007, the NIE’s training outcomes have been consistently contributed to the trend of the national development. The institute has always made positive changes and until today the institute is equipped with modern laboratories and adopted appropriate study curriculum suitable to the national demand, especially, the institute has professors who are of high capability, moral, professional and committed.
At the same time, it is noticeable that the global situation with fast and continuous improving trend in age of information technology has been growing very rapidly. This requires the change in the education sector and training system, especially we must pay more attention on the quality of education and training. Indeed, without quality our achievements are non-sense and all the expenses, both in mental and material would be wasted, because the education system without quality not only waste the budget, time and destroy the future of the students but it also weaken the economic competiveness of the country. Moreover, it would not allow us to renovate and improve our economy, particularly it would not improve the living standards of the people if we do not have labors with the international level of education. In this connection, the Royal Government has adopted the strengthening and improving the human capacity building as the top priority in order to respond to all challenges, notably the Government has given the highest priority in the education development and reform by promoting the basic education, and the quality of education in the national economic development framework which is a comprehensive system of its kind. Whilst the Royal Government has also to mobilize funds from all sources for the investment including those resources from the Royal Government itself, private sector, development partners, students’ parents and from many other donors. The Royal Government considers that the high quality human resource development and the effective use of national intellectual resources represents not just the effort to rebuild the human resources which lost during the genocide regime, and the prolonged war over the past 3 decade or just to only address the current employment issue of the citizens but it is a long term vision of the Royal Government and the investment to strengthen its competitiveness. According to the development experience of countries in the region who were the most successful countries in economic development over the last 3 decades, it shows us that such achievement was gained because there was investment in the education sector which is the key factor to increase the work productivity and to ensure the sustainable economic growth. We have to improve both the quantity and quality in the education sector, technical and professional training, and enhance the attractiveness for more Foreign Direct Investment into our country. Therefore, the promotion of human resource is the core factor of the Ministry of Education, Youth and Sport, to pay high consideration in parallel with the Government’s vision that considered this new millennium as the millennium of political stability which is the root of economic growth and poverty reduction for the prosperity of all the people and the whole nation. Undeniable, under any circumstances, the education and training still remains the important factor for creating human resource both in quantity and quality to be fully capable and sufficient in terms of the know-how and practical knowledge and ethics which are the educational objectives and the characteristics of good citizen in the pursue of protecting and developing our country.
As I have already mentioned several times before, we can not quickly develop the country by just having peace and democracy but without human resource development. In other word, a country can develop because it possesses good human resource. Hence, in order to ensure that Cambodia can successfully overcome the challenge of fierce competition in this globalized economy, the strengthening of equality in education sector in general, and skill training and development in particular, are the necessary conditions. The Ministry of Education, Youth and Sport must focus it efforts on enhancing the training related activities with better quality, developing standards in order to effectively promote the training sector. Training is a mechanism which is interconnected and complementary in nature since the start to finish, hence, it involved the procedures of setting up conditions and admission requirements to select students, conducting and improving the study curriculums, teaching and learning styles, practical courses and the mechanism of final exams.
Besides human resource development, the Royal Government has placed particular focus on many other sectors including the development of local communities and villages, development of social infrastructure such as the construction of bridges, roads, channels, small and large dams, hospitals, schools, temples and many other development centers. However, even though we have achieved successes in all of the above sectors, we still need to pay more attentions to many other things. In that sense, we must work with the Royal Government to better implement and transform every existing unproductiveness into success for the bright future of our country. Moreover, I would like to emphasize that all trainees who are going to receive their certificates in a short moment, and who are anxiously waiting for the opportunity to show their capacities and knowledge acquired in contributing to the development of the country, are indeed the successors and receivers of social heritage and the future destiny of the country.
Taking this opportunity also, I would like to further remind all of you that even though you have completed your studies it does not mean that you should stop here. You must keep learning in order to always be prepared for new events and technologies. Our world in this era is changing very rapidly. Some systems that we never even heard of 10 years ago have nowadays become normal things. Moreover, theoretical study and practical works are sometimes different. Once we get into working we often find that what we have learned are different from the actual work, but all of those knowledge acquired can be used as fundamental ideas for analyzing and searching for a sensible solution.
Once again, on behalf of the Royal Government of Cambodia and myself I would like to thank the Ministry of Education, Youth and Sport, the director, deputy director, ladies and gentlemen, professors, officials and all the staff of the National Institute of Education and related institutions who have provided mental, physical and financial supports and technology for the National Institute of Education.
Finally, me and my wife would like to congratulate and happily participate with all the students, excellencies, ladies, and gentlemen, Lok Ouknha, national and international guests who are here today. May you all achieve success in your life and work in serving the country and the people of Cambodia. May I wish you all the Five Gems of Buddhist Blessings. In this proud and exiting moment, May I now announce the official use of the Samdech Hun Sen and Lok Chumteav’s Cultural Center from now on.
