On 29 February 2016, inaugurating a referral hospital of Preah Sihanouk province assisted by Japanese, Samdech Techo Hun Sen said “to avoid misunderstanding by people who like to discredit reputations of the Royal Government of Cambodia and the Government of Japan, … (I would suggest they) ask HE Japanese Ambassador, Head of JICA mission here or even the Government of Japan.” Samdech Techo reaffirmed that Japanese projects are going through auctions in Japan and only Japanese companies are allowed. Concerning recent criticism on Cambodian medical staff, Samdech Techo reminded that (medical staff are working) without holiday compared to those in other professions. “Most of ethical and professional medical persons are clearly responsible and devoting to save patients,” Samdech Techo continued. However, admitted Samdech Techo, a small number of staff could have created bad reputation. Samdech Techo proposed the way to amend the situation by peer education, jointly resolving problem and increasing care and inspection for patients to keep up dignity of the majority of medical persons. Samech Techo considered statement that “99 out of 100 medical staff were irresponsible” an insult./.
