On 19 October 2015, while presiding over the graduation and diploma presenting ceremony of the Western University, Samdech Techo Hun Sen argued that there are three major factors that make Phnom Penh a quiet city during the Phjum Ben Day from 12 through to 14 October 2015. Peace is the first and foremost factor that allows people in the country to travel everywhere. People no longer fear of mines or armed conflicts as occurred during when Cambodia was ruled by four factions – the Government, the Khmer Rouge, KPNLF and Funcinpec.Peace is prime that Cambodians must uphold and protect, he noted. Flourishing infrastructural development ensures people’s traveling and connectivity. Samdech Techo was thankful to the Japanese and Chinese peoples and governments for kindly offering assistances to Cambodia in its effort to build bridges across the rivers of Mekong, Tonle Sap and Bassac. Last, but not least, Samdech Techo made emphasized that people have their income improved that allows them to travel either by own or public means of transports. He thanked oil companies for reducing 100 Riel from its gasoline prices but stressed he would take the time to meet with the oil companies to sort out further arrangement.
