Today, we have a chance to gather once again at Pannasastra University to celebrate the graduation ceremony of our new graduates. It is also the very first graduation ceremony to be held at the beginning of the 4th Legislature of the National Assembly which will be officially inaugurated in a few days. At this moment, my wife and I are very pleased to preside over the graduation ceremony of 702 Pannasastra University students, including 9 Diploma Degrees, 506 Bachelor Degrees, and 187 Master Degrees.
Taking this great opportunity, on behalf of the Royal Government and on my own behalf, I would like to express my most sincere praise and congratulation to the management, professors and all staffs of the University who have put tremendous efforts into developing the academic curriculum according to the international standard as well as the more productive teaching in order to develop the human resource and promote higher education sector in Cambodia. This joint effort with high spirit of tolerance and strong commitment has actively contributed in promoting the intellectual training for our country. The outcomes achieved by the University so far have timely and appropriately responded to the Royal Government’s policy for human resource development, especially, the development of intellectual capital to meet the labor market demand as well as to increase the economic efficiency for a sustainable development of the country.
Taking this opportunity, my wife and I would like to congratulate all graduates for having successfully completed their studies today. These degrees are the proof of your long-term meaningful hardship in which you, your family and the whole nation should be proud of.
This glorious achievement truly stems from all available mental and physical efforts and the overcoming of all sorts of difficulties, which can be the enormous capital investment for each student.
Along with this, I would also like to thank Excellencies, Ladies and Gentlemen, Distinguished National and International Guests who participate in this awarding ceremony. The presence reflects your strong support for education and training in educational institutions as well as offering your applause to the new achievement of education sector in Cambodia.

Dear all Students,
In its implementation of the “Rectangular Strategy” during the Third Legislature of the National Assembly, the Royal Government of Cambodia had realized political stability, high economic growth, macro-economic stability and high growth in FDI despite facing some external challenges such as the imbalance in the world’s economy and financial crisis, including the rising oil and food price.
In the education sector, especially in higher education, the Royal Government has significantly improved both quality and quantity.
Indeed, this progress has not only boosted the reputation of our country but also represented the national pride as we are now able to set up and offer courses at Master and Doctoral levels in the Cambodian Post-Angkor History.
Along with this energetic progress and development, the Royal Government will continue its reform more deeply and comprehensively in all prioritized sectors to bring about social development and sustainable economic growth. However, we are still concerned with the external factors that can pose negative effects on our culture, tradition, custom, perception and national literature through the current of globalization and modernization that are being spread throughout Cambodian society, ranging from urban to far-flung areas. Of course, we cannot escape from this current as it is vigorously flowing all over the world, especially in the era of advanced information technology. This task requires participation from all components and institutions, especially from educational institutions in order to filter out the unproductive currents that do not benefit our society through the effective coordinating mechanism.
Our joint effort along with the common objective is to conserve the Khmer culture, tradition and literature and also to pioneer these components in multi-cultural and multi-national stage.
In brief, we can achieve development with universal idea and culture on the basis of conservatism and being able to maintain Khmer identity. In this sense, we have been responsible for our nation by allowing our youth of next generation to experience development and preserve valuable Khmer tradition and culture as well as beautiful national identity.
Excellencies, Ladies and Gentlemen, beloved Students!
Along with the development of education institutions in Cambodia, indeed today Pannasastra University of Cambodia, an institution filled by human resource from all walks of intellectuals, which is very potential intellectual resources, has produced 702 graduates.
Taking this opportunity, I would like to congratulate the award winners of recently-organized National Mock Trial Competition. This contest was participated by teams of brilliant students from various Universities, who presented the difficult legal case with great focus on trial procedures. However, this competition will help improve Cambodian legal system as well as reflecting the improving competency of our students. Through this, I would like to promote and encourage this event and also appeal to other institutions to inspire their students to show genius, competence, research and analysis capacity as the saying puts “solving riddles raises intellectuals”.
On the other hand, the conferred graduates will work in either public or private sectors in the future in order to build and develop family and nation. In this regards, to bring about the new success in new professions and businesses that you will be exposed to in the near future is to maintain the position of personal efforts by patiently demonstrating genius and masterpieces, especially to set and abide by the self-discipline in any situation and you must commence without hesitation because thousands-kilometer journey is to start from the very 1st step.
Moreover, your knowledge gained from the University now could be used conforming to the objective of sharing with the next generations to come as well as foundation for further research as knowledge is a kind of wealth that is positively correlated with its usage.
Through this, I would like to convey my message to all graduates to continue your greatest efforts with the hope and self-confidence and to abide by the positive spirit, which is the win-win characteristic, especially win over yourselves, and this struggle and stamina will bring about the success to all of you. I strongly hope that all our successful graduates here will strictly adhere to our moral values, culture and tradition.
Along with that, I would like to inform you that the degrees gained today does not mean you have finished your studies, yet you have to strive further to improve and enhance your ability constantly either in knowledge, practice, or morality so that it could be used for the sake of your personal benefit, family and society.
Taking this opportunity, I would like to wish you all the great success and happiness in your professional lives and families in the future.
In the meantime, I would like to also appreciate the Ministry of Education, Youth and Sport and all Educational and Training Institutions, which have fully cooperated and tried your utmost for the sake of upgrading Cambodian educational and training programs, making the managerial capacity building highly effective. This will pave the way for Cambodian education to be equally competitive with the countries in the region as well as in various developed nations in the world.
Along with that, with this achievement it is required for all our Universities and Educational and Training Institutions to continue trying their best to make sure that our education and training programs will be able to truly support and response to the expected economic development and market demand.
Once again, on behalf of the Royal Government, I would like to admire and congratulate the Pannasastra University of Cambodia including the Management, Staffs, and all Professors and Lecturers, who have put greatest efforts in your respective academic duties in a mission to build the intellectual capital for our society. I would like to encourage this University to constantly develop the academic facilities, ability of the academic staffs and lecturers as well as the cooperation and the modernization of the academic curriculum by constantly adhering to the value of the history, perception, culture, tradition, national literature and operations in order to maintain the national identity in the multi-national society and productivity, working effectiveness and economic growth, which is consistent with the spirit of the constant growth of the national labor market and the improving current of this new world.
At this end, I would like to wish Your Excellencies, Louk Chum Teav, Ladies and Gentlemen, National and International Guests and the Management, Professors, Staffs, Parents and Students the 4 gems of Buddhist blessing: longevity, nobility, health, and strength.
