Presiding over the graduation ceremony of students from Royal School of Administration on Tuesday morning, Prime Minister Hun Sen said the amendments to the Constitution and the Law on the Organization and Functioning of the Council of Ministers were made to better organize the members of the Royal Government.
The Council of Ministers is the Royal Government of Cambodia led by a Prime Minister accompanied by Deputy Prime Ministers; Senior Ministers, Ministers and Secretary of State are members, according to Article 118 of the 1993 Constitution of the Royal Government.
Following the amendments, Secretary of State is no longer the member of the Royal Government.
“The 1993 Constitution allowed hundreds of people to be members. We have to make adjustments by taking only the prime minister, deputy prime ministers, senior ministers and ministers to be the members of the Royal Government,” stated the premier.
According to the premier, Secretary of State shall be appointed by the royal decree, requested by the Prime Minister; while ministers and prime minister are appointed by the National Assembly.
