Lecturers and students
Today, I have great honor and pleasure to join in the Conferring Degree at the Royal University of Law and Economics.
On behalf of the Royal Government and myself, I compliment and appreciate the efforts made by Ministry of Education, Youth and Sport, Management Board, lecturers, government officials and staffs of Royal University of Law and Economics (RULE), who have done their works successfully in developing human resources more and more and from one to another generation, for the right causes of building and developing the nation both in the present and future. The utmost effort of lecturers and staffs in teaching and transferring knowledge and experiences to youth of next generation is the valuable contribution in human resource development to build a society, fabricated by highly knowledgeable citizens, in order to improve productivity and competitiveness of Cambodia in the globalization current.
Taking this opportunity, I would like to express pleasure and warmly enthuse the 1,161 graduands who strived to overcome all sort of difficulties during their study and now get success in their education and is about to confer the degree. The prideful outcome that all of you get today is an evidence of the correct contribution and timely response to the government’s agenda for human resources development in order to meet national demand for national restoration and development to be prosperous and sustainable. At the same time, I believe that, your accomplishment today would be the true resources that effectively meet the demand of labor market; particularly, you could play active role in poverty reduction and elevating living standard of people that are the ultimate objective of the Royal Government.
I would like to emphasis that the achievements cannot attain without great supports from development partners that support the training processes to success. Taking this opportunity, I would like to thank development partners that have been cooperated to attain this prideful success and continue implementing Education Strategic Planning 2004-2008 to make more changes and progresses concerning both quantity and quality of our education.
Experiences of development provide that “development begins and graduates with human resources.” In this regards, human education and training is the important factors in national development. This requires us to focus on reform to enhance quality of education by keeping a good balance and increase in quantity. In fact, to enhance quality of education, we have to improve some necessary aspects in teaching and learning processes and to increase quantity; we have to increase school and teacher since number children at studied age increases every year while market and social demand for labor demand also higher quality.
In this implementation spirit, the Royal Government exerted effort to build human resources and physical infrastructure as well as determined to reform public financial management, demobilization of arm force and to increase government expenditure to health, education, rural development and agriculture through adoption of liberalization policy which private sector is development partner.
In the same token, Educational Strategic Plan 2006-2010 that is a part of National Strategic Development Plan 2006-2010underlines the assurance that Cambodian children and youth have equal opportunity to receive formal and informal basic education without discrimination of color, sex, language, religious, political tendencies, birth and social class. At the same time, we have gradually implemented these plans and programs continue to develop curriculum at higher education aiming at enhancing knowledge and know-how complying with regional and international standard. In combination, we also continues to build capacity of officials, staffs and lecturers being good virtue, moral, professional ethics and high responsibilities in order to partake in the implementing the aforesaid programs.
The progress of our economy can be made by creating a real national economic system, meaning that adjusting economic structure, modernizing production technology from the labor-intensive economy away toward knowledge- and brain-based economy. Service sector have been expanded in accordance with the creation the chain of economic system that serves and supports each others.
Indeed, structural adjustment and the creation of new national economic system requires higher education to challenge the fact that our education need to be able to support and responsive to the expected change of economic structure. In this regards, human resources development policy is the driving force for this positive changes toward building a new economic system. Therefore, our education must emphasize primarily on quality, if not so, our effort and expenditure will be worthless and wasteful; because we do not only bring hazard to the student, but we also weaken our national capacity for surviving in the world that never assure good life for all of us.
Beside, it should be noted that quality of education as well as the quality of training relies on many determinant factors. Among those, people point finger to lecturers, teachers and student, educational institutions and its management. However, they also point finger to parent, family and society that are the important partner of educational institutions. In addition, programs and curriculums are also important and require well implementation. It means that we have to relevance theory to the application and training to the curriculum with actual application at organizations such as factories, enterprises and manufacturing organizations. As the result, interactive between theories and applications creates opportunity for students to partially address the sources of job via the demonstrating and highlighting value of degree and genius capacity and talent as well as their professional ethics.
In addition, one important factor that we should not overlook is to promote private sector to increase their investment in order to increase labor supplies from year to year for absorbing new labor forces and transforming our sluggish agriculture sector to be a modern sector in the term of agro-industry and processing.
I have strong believed that “value of education is an importance factor for development of an individual and a nation.”Therefore, the quest to globalizing international economy require higher education to play key role in developing education sector with high quality, efficiency and to strengthen opportunity in international cooperation that is the fruit from mutual understanding based on mutual benefit and equality. Before our university, we make effort to change status on the coverage of our training programs into a broad coverage university comparable to the international universities that offer mixed and variety curriculums to be able to express its capacity as a centre of production and import-export of the national identity as well as assuring the quality of training.
To students
Today, you have a great pleasure and honor in your life path being graduated from the university and being a new technician in Law and Economics, preparing and carrying out your talent within your capacity in real work for both family and national affairs. In this regards, I would like all of you work hard and utilize knowledge, talent and experiences for success of your career.
As you all known, it is not easy as you can imagine being a true educated human resource with conscious, professional ethics and skills to serve national interest. It comes from effort, strong will, persistence, working hard and patient. Moreover, the world keeps changing through the progress of technology and the accumulation of information. To keep pace with the quick change of the world and keep employment in the future, you have to adhere your obligation being “Learn more and more and always learn” in any form of your participation in the society or labor market even though you graduated bachelor degree.
I would like to urge the Royal University of Law and Economics to exert more effort to keep sustainability and expand coverage of programs, upgrade studying and teaching facilities and strengthen management and governance to further enhance the quality of training. This will enhance reputation of the university and contribute to the building dynamism of human resources in order to develop the country to be a civilized country in the region and the world. Finally, I would like to wish you all who present here and the graduands with the five gems of Buddhist blessing.
