Cambodian Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen has sent a political message on the commemoration of the 25th Anniversary of Paris Peace Accords from Pailin province.
At a get-together with civil servants, armed forces and local authorities in Pailin province yesterday evening, Samdech Techo Hun Sen said if there was no negotiation between him and the late King-Father Samdech Preah Norodom Sihanouk, there would be no Paris Peace Agreement, and if there was no Win Win policy, Cambodia would not be in peace as currently.
“We don’t forget the Paris Peace Agreement, but without the Sihanouk-Hun Sen negotiations on Dec. 2, 1987 and in January 1988, there would be no Paris Peace Agreement,” he underlined.
The Paris Peace Accords offered a Comprehensive Political Settlement of the Cambodia Conflict signed by Cambodia and 18 other nations in the presence of the United Nations Secretary-General.
This led to the first general election in Cambodia in 1993 supervised by the United Nations Transitional Authority in Cambodia (UNTAC).
Regarding the role of UNTAC, Samdech Techo Hun Sen said UNTAC has spent over US$2 billion, but left Cambodia with two dominant territories, two governments and continued civil war.
Only three out of four concerned parties took part in the Paris Peace Accords, the Khmer Rouge did not join in, but continued the civil war, said the premier, adding that only the Win Win policy, launched in Pailin, can end the civil war.
