On 5 November 2015, stressing on significance of the Japanese assistance for the protection of Phnom Penh from flooding and rehabilitating drainage system, Samdech Techo Hun Sen reminded participants of three threats on the city – flood, waste and traffic. As far as flooding from the Mekong River and other waterways is concerned, Samdech Techo highly appreciated the fact how helpful the Japanese assisted Phase I and Phase II projects have been to alleviate flooding in Phnom Penh. For flooding caused by rainwater, Samdech Techo had audience’s attention that should there be high level of rainwater, it would be impossible for drainage system to relieve it in a timely manner.It is a case in common in other countries. However, Samdech Techo noted, Phnom Penh has evolved from being flooded whenever there is rain, big or small, to concern when there is huge rain only. To improve further ability to relieve rainwater flooding in the city, Samdech Techo ascertained his hope to Ambassador of Japan and JICA that there would be a fourth phase of the project. Concerning accusations about corruption, Samdech Techo requests Japanese officials to explain, whenever they have chance, opposition party in Cambodia about how the Japanese assistance procedure is being carried out./.
